I am now in another part of the same town and i can connect to the servers just fine from my laptop, obviously because of a different IP.
When i get back home the servers probably aren't going to respond, will check then.
AFAIK your ISP might be using CGNAT (lots of public IPs over 1 IPv4) and someone might be already banned on that specific IP you're using.
try playing with VPN connected to closest server to your location.
Also try playing from neighbour's wifi by seducing his wife and forcing her to give you password lul
edit: If you are really really bored and wanna play, and you are technical, you can set-up your own Amazon EC2 instance with VPN running on Elastic IP, and play through it; its free.

Is this the newest version of samp? I don't see R-4 at the top of samp window, mine looks like this San Andreas Multiplayer 0.3.7-R4 Nevermind it's visible in chat window
You should just try to change your ip. Mine does by simply unplugging main modem/router for several hours (restart or couple of minutes won't work), best at daytime when people are using internet so someone else gets that ip, at night it's bigger chance to get the same ip back when turning modem back on but it's not that simple for all internet providers I suppose.
Still cannot connect even after the servers rebooted when there were two LVs on both servers...
so i can only play from other peoples homes for now, phone tethering is not an option cuz i have a prepaid card
